Manuel Rodriguez, Assistant Chief NLPOA San Diego Metro Chapter, CA, 2008 NLPOA Lifetime Membership Recipient, Manuel was selected for his leadership and commitment to the NLPOA for the past 17 years. Assistant Chief Rodriguez is a founding member and former President of the National Latino Peace Officers Association. Manuel Rodriguez is an Assistant Chief with the National City Police Department.

Gerald R. Whitman, Chief of Police, of the Denver Police, has been a police officer for 32-years, beginning as a patrolman with the Ames Iowa Police Department. He later served on the Lakewood Colorado Police Department. Whitman joined the Denver Police Department in 1982, as a patrol officer. He was named Chief of Police in February 2000. Whitman currently serves on the Executive Board of the Major Cities Chiefs Association. He is also a member of Police Executive Research Forum, the International Association of Chiefs of Police, and is a graduate of the FBI National Executive Institute in Quantico, Virginia; the Denver Community Leadership Forum and the Senior Commanders Program, both through the University of Colorado at Denver.
